WASHINGTON – The U.S. Small Business Administration is seeking to
widen the search for a solution provider/system integrator that can design,
implement and manage a modernization of the agency’s 50-year-old mainframe
computer into an integrated loan management and accounting system.
“We want to modernize our loan management and financial accounting
systems, and we want a public/private shared service provider who can do
that,” said SBA Director of Business Operations Joanie Newhart. “We want to be
able to have standardized data for a variety of loan programs in a single
logical database.
“We are willing to listen to any vendor who can offer a solution, and
we’re going to go with the company that offers the best approach to meet our needs,” Newhart said.
The agency published a pre-solicitation notice Sept. 6, specifying that
it is seeking a provider through full and open competition. Responses
from interested providers are due Oct. 12, and a Request For Proposals, or
RFP, will probably be released to vendors during the second week of
November. SBA anticipates that a contract award will be made in early 2008.
Based on current estimates, the total contract value for the
modernization over the next three to five years and hosting, application management/maintenance and operations over the next 10 years could
approach $125 million, including everything required to modernize the systems
and host and maintain the integrated system.
